27 Projects Opened for Feedback through the Public Consultation Platform, Istitlaa

The National Competitiveness Center’s Public Consultation Platform, Istitlaa, has put forward 27 projects related to economic and development affairs. In cooperation with 17 government bodies, the NCC invites the general public, government entities, and the private sector to express their views and feedback on projects prior to their approval.

The Roads General Authority has launched a public consultation on two projects, the first one titled ‘Experimental Works Regulation for the Road Sector’, which aims to enable and support innovation, development, and research in the roads sector by providing a structured experimental environment. The second project, titled ‘Licensing & Permits Regulation for the Roads Sector, ’ aims to establish the general frameworks governing the rules and procedures for licenses and permits issued by the Authority for undertaking or initiating road-related works. Public feedback on both projects will be accepted until December 1, 2025.

The Saudi Ports Authority has put forward a key project on the Istitlaa platform titled ‘Regulation for the Calculation and Collection of Storage Fees in Ports.’ This project aims to regulate the mechanism for calculating and collecting storage fees in the ports supervised by the Authority. Public feedback on the project is open until December 3, 2025.

The National Center for Inspection & Monitoring is seeking public feedback on two new projects, the first one, titled ‘Policy on Blueprint Inspection Process,’ which aims to establish a unified and binding framework for inspection activities, ensuring consistency, fairness, efficiency, effectiveness, regulatory integrity, and safeguarding the Kingdom’s national interests. The second, titled “Governance Rules for Appeals on Violations,” seeks to standardize and govern the procedures for appealing violations, ensuring neutrality, fairness, and prompt resolution. Public consultation on both projects will remain open until December 4, 2025.

The Public Security Directorate has put forward a key project on the Istitlaa platform titled ‘Traffic Law Amendments.’ This project aims to allow the import of antique vehicles and those that do not meet energy efficiency standards or the permitted age for import. Public feedback on the project is open until December 17, 2025.

The Ministry of Energy has put forward a key project on the Istitlaa platform titled ‘Electricity Law Amendments.’ This project aims to align with the vision and strategic plans, in compliance with related entities' specialties. Public feedback on the project is open until December 17, 2025.

The introduction of draft regulations, publics, and similar projects through the Istitlaa platform serves as an affirmation of enhanced transparency in the legislative environment. In addition, Istitlaa fosters a culture of public participation by enabling citizens, government agencies, and the private sector to contribute their insights and feedback on proposed regulations related to the business environment.​
